What a welding blanket cannot prove
Korean rule 241 addresses several controls beyond covering combustibles. A blanket does not replace the whole control system.

A welding blanket addresses a route by which sparks can reach combustibles. It does not remove flammable vapour or make the inside of a vessel safe.
Separate the hazards controlled by the blanket from those requiring other measures.
