A scaffold tag is only part of the check
HSE guidance addresses scaffold suitability and inspection. A remaining tag does not prove that changed conditions are safe.
Understand the situation
Scaffold users need to know whether the current condition matches the authorised arrangement. A tag does not negate missing decking, removed rails or changed foundations.
Users should not improvise structural alterations.
Review the task
Observe access and visible defects from a safe position and follow the site inspection system. Restrict access and report damage or instability rather than climbing to investigate it.
Check your workplace
- Are decks, guardrails and access intact?
- Any alterations, settlement or impact?
- Who rechecked changes?
Apply the lesson
Korean rule 58 identifies inspections after specified weather interruptions and erection, dismantling or alteration. International sites must use their own applicable requirements; a user’s visual check does not replace a competent inspection.
Avoid a common mistake
Additional materials or rail removal change the conditions. Refer the proposed task for load, structure and fall-protection review.
Do not create an access route by climbing the outer frame.

Stop use and report defects to the designated inspector. Do not remove or relocate components to obtain material.
Technical insight
Changes in use change scaffold assumptions
Adding stored materials or removing a member changes the original conditions of use. An unchanged appearance does not establish continued structural suitability.
Communicate intended use, loading conditions and restrictions on alteration. Damage or changed supports should trigger reassessment, not informal repairs followed by continued use.
Determine scaffold inspection intervals under the applicable national requirements and site conditions.
